Ms Busisiwe Mbokazi – Executive Director
Ms Busisiwe Mbokazi a qualified professional nurse with a Diploma in Nursing and Health Care Management, graduated from Thuto Bophelo Nursing Academy/Eugene Marais Hospital. She has also achieved a Diploma with the Tshwane Metro Police Municipality in Road Traffic and Policing as a founding member of Dibo Gas (Pty) Ltd.
Co-Director of Dibo Gas (Pty) Ltd, we provide wholesale fuel supply, and are licensed in term of the Petroleum Products Act, 1977 (Act No 120 of 1977) to provide the following petroleum products:
- Aviation Gasoline
- Biofuels
- Diesel
- Jet fuel
- Liquefied Petroleum Gas
- Paraffin
- Petrol
She is also the Sole Owner of Basadzi Pele Management Consulting and Projects CC with accreditation with CIDB grade 8CE, 7GB,6EP 1SQ and NHBRC accredited as a Property Developer, furniture supply and interior Décor.
Nozipho Pamela Modingwana – Executive Director
Ms Nozipho Modingwana is organized and results-driven Project Manager with over 6 years of experience successfully leading complex projects to completion across diverse sectors, including construction and retail. Recognized for strengths in project planning, risk management, and stakeholder communication, with a proven ability to adapt quickly to changing environments and perform exceptionally well under pressure.
Co-Director of Dibo Gas (Pty) Ltd, a diesel supply company, where I oversee operations and contribute to business development in the energy sector. Currently, I am also serving as Director of Modikazi, leveraging strategic leadership and business acumen to drive organizational growth and operational efficiency. Additionally,
Academic background in Public Management from Rosebank College and Tshwane University of Technology, complemented by strong computer literacy, exceptional attention to detail, and a disciplined, execution-focused work ethic.

Andre Vorster – Chief Executive Officer
Andre Vorster has approximately 25 years’ experience in the corporate business development, International funding structures, extensive experience in the diplomatic community and access to project funding structures. He further specialized in collaboration with other different financial associates and advisors in international banking and trade finance.
He was previously employed by the South African Government for approximately 17 years. He was involved in different projects with various national departments within the Republic of South Africa.
He has been a key strategic player in establishing Europlaw and its subsidiaries, Cratos Group and has arranged by secured project funding through Europlaw for one of our associated companies abroad. He has also arranged through Europlaw by securing project funding for the Cratos Group.
Mr Vorster is an appointed Trustee for The European Economic Development Council (E.E.D.C) and has a master’s degree in High Frequency Electricity.

Adv Martin Bekker – Head of Legal
Adv Martin Bekker is a practicing Advocate admitted to the High Court of South Africa. Adv Bekker is one of the main founding members of Europlaw and Cratos Group in collaboration with Mr Vorster.
Adv Bekker is responsible for all due diligence, related compliance and legal procedures, law of contract, escrow and fiduciary related matters for Dibo Gas (Pty) Ltd, Cratos Liquors and Europlaw within both the African Continent and Internationally.

Manuel Muntswu
Has approximately 25 years’ experience in the transporting and logistics industries. He comes from the Limpopo Province, Venda Vuwani Village, Republic of South Africa. He started his business career in the transport business during the year of 2008.
He is responsible for the sales of Dibo Gas (Pty) Ltd and reports directly to the Executive Management of the Company. He is also a director Vhashashe (Pty) Ltd that was established in the year 2021 that has a Wholesale License Certificate Number: W/2023/0366. Vhashashe (Pty) Ltd is working jointly together with Dibo Gas (Pty Ltd.

Sphakamiso Proposal Shezi
Sphakamiso Proposal Shezi “The Enzyme” is a visionary entrepreneur, transformation leader, and international relations advocate with a strong background in business development, youth empowerment, and corporate governance across South Africa and the broader SADC region.
In 2007, he founded Pro Hamms Production CC, later rebranded as Pro Hamms (Pty) Ltd, a company that rose to prominence in the events and entertainment industry. Notable productions included Miss KZN Teen (2008–2010)—which earned the Best Organized Event in KZN award in 2009—and the eThekwini Easter Fashion Show, both of which showcased his ability to deliver high-impact public events.
From 2010 to 2015, Pro Hamms joined the SmartXchange ICT Incubation Programme as a Graphic Design, ICT, and Marketing company. During this time, he led the company in securing high-profile clients such as Gagasi FM, SEDA eThekwini, Vodacom, Velvet SKY, Umsobomvu/NYDA, Markets.com, CM Trading, Hlabisa Big 5 Municipality, RACUS, 1KZN TV, Act of Grace, and the Mpumalanga Institute of Nursing.
Between 2014 and 2017, he served as the Youth Secretary for the National Union of Mine Workers (NUM) in KwaZulu-Natal, where he played a key role in advocating for young workers and advancing youth representation in the labour movement.
From 2018 to 2020, he led initiatives to send students from KwaZulu-Natal to study in Russia, fostering international academic exchange and opening global opportunities for local youth.
In 2021, he was elected Chairperson of the ARM ESSOPS Council, where he spearheaded transformation negotiations across all operations of African Rainbow Minerals (ARM) in South Africa, focusing on employee ownership, economic equity, and sustainable development. That same year, he was appointed SADC Ambassador for the International Alliance for Economic Cooperation (IAEC), deepening his involvement in regional and international economic collaboration.
In 2023, he further elevated his international profile by participating in the BRICS Youth Summit, contributing to strategic dialogues on youth development, innovation, and cooperation among emerging global economies.
